Brought the build system up to date by replacing setup.py with pyproject.toml, specifying hatchling as the build system.

Also:

  • Updated README.md with additional details about the status of the repo and build instructions
  • Updated some test and scripts to handle missing pyoptsparse and petsc4py dependencies
  • Updated the test workflow
