resolves #5643
needs OpenSlides/openslides-backend#3206

  • assignment -> you cannot add yourself as candidate anymore
  • assignment -> the correct message while an active poll is there is presented
  • the message in while being able to add yourself as present is changed

amendments create cannot be tested right now
backend changes are needed
