To facilitate other clubs using Boiler Books, make the code more generic. This includes removing specific references to IEEE, and allowing IEEE-specific things to be moved to configuration variables.
With this, the UI is now extremely agnostic, loading most of it's information from the API. The only "IEEE" specific thing in the UI is the term 'committee' for representing a unit of the club.
