* Start implementing OpenACC runtime layer on top of GPUFORT RT layer. * Treat AMD and NVIDIA devices as HIP devices from runtime viewpoint, assumes used runtime is built for one of the respective vendors' devices. * Merge openacc_lib.h into openacc.h
