Disable Azure pipeline due to rocsparse dependency rocALUTION directly depends on rocsparse. Since rocsparse pipelines are being disabled, this pipeline must also be disabled. Set trigger: none and pr: none to disable all pipeline runs.

Motivation
Disable Azure pipeline due to rocsparse dependency. rocALUTION directly depends on rocsparse.
Since rocsparse pipelines are being disabled, this pipeline must also be disabled.
