Implements a EORG vote
If passed - everything remains as usual
If failed - everyone gets pacified and end of the round extended a bit

Tasklist:

• Implement the vote
• Pacify everyone on EORG vote failure
• Extend round on EORG vote failure
• Admin command to bypass the vote
• Improve voting criteria to only include people on the shuttle, and not just all living people
• Fix missing vote owner
• Skip vote if roundend forced

Why / Balance

Some people want EORG, some people dont want EORG
Letting people do a vote, will let them have a democratic choice!

Yes, as the round is ended anyways
