I believe this is required to fix the current build issue. It restores the missing file back into the main public folder.
Having these in that folder is not best practice, but it appears we cannot resolve that. One option would be to update them to have no content and direct people to the ones in the folder (which we may not be able to remove at this point either – I'll offer a different PR to try to remove those to see what happens).
