The cert for httptest.NewTLSServer was changed in go1.23.5 (src/net/http/internal/testcert/testcert.go) and the thumbprint hardcoded in TestTLSVerification client no longer works.
The Ubuntu 20.04 actions runner image is begin decprecated actions/runner-images#11101
