Use hoover-chess-utils as the default toolchain. In addition: - Build the toolchain if hoover chess utils git checkout has newer files than the tool binaries - Add clean-hoover-chess-utils makefile target and add it to dist-clean dependencies - Add makefile build dependencies hoover-chess-utils binaries to rebuild the database in case the binaries have been upgraded. Issue TCEC-Chess#55
- Update the archive update procedure now that hoover-chess-utils is the default toolchain. - Other small fixes
