Adjust GNIS ID Configuration For Local Deployment and Remove Unused Database Config for ODE-Wrapper

Description

The GNIS ID Config was not set up for local deployment making it harder to test locally. Also, the ODE Wrapper container is receiving unneeded database configurations.

How Has This Been Tested?

All unit tests were verified to pass. Integration testing was preformed to ensure a local deployment is easily spined up.
