Description:
This PR introduces standardized GitHub issue templates to improve the quality and consistency of bug reports and feature requests.

Changes Introduced
• Added .github/ISSUE_TEMPLATE/problem_report.md
• Fields for description, reproduction steps, expected vs. actual behavior, logs/screenshots, proposed fix, dependencies, and contributor interest.
• Automatically labeled as bug.
• Added .github/ISSUE_TEMPLATE/config.yml
• Disabled blank issues to encourage use of templates.

Why This Change Was Made
• Ensures contributors provide all necessary details when reporting bugs or suggesting fixes.
• Reduces back-and-forth communication to clarify issues.
• Improves project maintainability by keeping reports structured.

Impact
• All new issues will now be filed using the templates.
• Bug reports will have enough detail for faster triage and resolution.

Testing / Verification
• Verified locally by pushing the .github/ISSUE_TEMPLATE folder and previewing the templates via GitHub’s “New issue” page.

@milendrakumarbaghel You created this template for specifically for "bug" but i want to make it general, so update to make it general.

and remove config.yml - I can not understand the use of that
