Description:
This PR introduces standardized GitHub issue templates to improve the quality and consistency of bug reports and feature requests.
Changes Introduced

• Automatically labeled as bug.
• Added .github/ISSUE_TEMPLATE/config.yml
• Disabled blank issues to encourage use of templates.
Why This Change Was Made
• Ensures contributors provide all necessary details when reporting bugs or suggesting fixes.
• Reduces back-and-forth communication to clarify issues.
• Improves project maintainability by keeping reports structured.
