This adds a test that reproduces the SSL certificate verification failure reported in #632. The test hits
https://index.crates.io/config.jsonthe exact URL that fails on FreeBSD 13.5/14.3 with curl-sys 0.4.84.Currently passes on macOS/Linux/Windows, confirming the bug is FreeBSD-specific. Will serve as verification when we apply the Happy Eyeballs fix.
