chore: add issue templates

Adds yml issue templates for issues and features.

Why do you need this?

GH broke the old templates which meant the community were using an empty form for capturing issue details

Description

Adds 2 issue templates that GH will render as forms and 1 config.yml to disable the empty form option

How Has This Been Tested?

Added to a test repo
Its the k3sup suffixed types

Types of changes

• Bug fix (non-breaking change which fixes an issue)
• New feature (non-breaking change which adds functionality)
• Breaking change (fix or feature that would cause existing functionality to change)

Checklist:
