The checks seem to be hanging again and anyway don't cover this and are broken, so I'm going to merge this anyway because I want to get a new release out the door. Which is the worst possible reason. Professional driver on a closed course, do not attempt 😄. |

This adds some documentation on how to release AMUSE, for new maintainers and to ensure consistency.
