Regardless of view on what the decision was for NetBeans (IDE), the "decision" (or, rather, lack of thereof) here is purely technical. Important classes of NetBeans (IDE) 27 have classfile version 61 - like org.netbeans.api.java.source.CompilationInfo. This tool cannot run without this class, so for this tool, it is basically "no release" or "release that supports JDK 17+".
