Adds a CPP_JWT_INSTALL option that enables install targets. This, alongside examples and tests, are now only enabled by default if cpp-jwt is the root project.

I hope you have well tested these changes. I currently do not have an environment where I can test this.

Yeah, everything works fine as a submodule, thru FetchContent, and standalone.
