Adds a `CPP_JWT_INSTALL` option that enables install targets. This, alongside examples and tests, are now *only* enabled by default if cpp-jwt is the root project. Signed-off-by: crueter <crueter@crueter.xyz>

Yeah, everything works fine as a submodule, thru FetchContent, and standalone. |
