Exclude time windows

Add feature to exclude time windows.

For the moment the time windows are read as command line arguments and put into a list. As discussed via Slack with @mseglar , probably it is better to have the excluded windows read from a file, and pass the name to e.g. add_parsed_args like for the subtraction pointing file. So for the moment I put the PR in draft state, and then implement the reading of such a file. But not today ;)
