Update CI on main for Kilted and Rolling

This pull request updates the CI workflow to target only the latest ROS 2 release (Kilted Kaiju) and Rolling distribution, removing support for older distributions (Humble, Iron, and Jazzy).

Changes:

• Replaces Humble, Iron, and Jazzy ROS 2 distributions with Kilted Kaiju
• Updates Docker image references to use ubuntu-noble for both distributions
• Maintains Rolling Ridley as the continuous release target
