Remove all workflows except build and rename it to build.yml

This PR makes the following changes:

1. Removes all GitHub workflow files except for the one named "build"
2. Renames the remaining workflow file from build-error-analyzer.yml to build.yml for clarity

The build workflow functionality remains unchanged.
