Update Python version to 3.11.11

This PR updates the Python version to 3.11.11 in the following files:

1. Main Dockerfile: Updated from Python 3.9 to 3.11.11
2. JIT Backend/Dockerfile: Updated from Python 3.10 to 3.11.11
3. JIT Backend/render.yaml: Updated PYTHON_VERSION environment variable from 3.9.0 to 3.11.11

These changes ensure that all Python-related components in the codebase use the same Python version (3.11.11).
