Description of changes:

• COLIN data migration updates to tombstone officers load. Update db functions colin_tombstone_officer and colin_tombstone_officers.
• COLIN data migration updates to backfill officers load. Add db functions to_officer_role and colin_hist_officer_edit. Updated functions colin_hist_party_role_change, colin_hist_officer_remove, and colin_hist_officer
