Cmd_vel 0 is stop, correct?
Is the range of parameters (linear, angular) -1 to +1?

0 on all values is stop. That is correct. The range of the parameters is in SI units. So m/s for linear velocity and rad/s for anuglar velocity. Refer to https://robotics.stackexchange.com/questions/60685/make-sure-geometry-msgstwist-or-cmd-vel-units
