Update build steps for README #11

Update rel/config.exs - now steps from README work well. Solution was found [here](bitwalker/distillery#700)
Tested locally on `Erlang/OTP 22 [erts-10.6.4] ; Elixir 1.9.3` Now all these steps work as user expect.

Tested on Erlang/OTP 22, Elixir 1.9.3
