CORE-2 Spike - Investigate name checking options

Info:

In order to minimise fraud we have to compare the name on a card used to purchase BTC with the name of the account holder we have on record.

From past experience this is not very straight forward as names can be different, i.e my Bottlepay account is under the name Lucas Schieder but my card might be under the name L Schieder etc.

The goal of this spike is to identify a solution that will allow us to carry out this name checking with a relatively high confidence without inconveniencing the user too much.

After discussing this with checkout.com it appears that the flow for name checking is this:

When requesting the payment, we supply the name that the customer has provided us (we will get this from the bottlepay account) we send this name when requesting payment and if the name is correct, the payment will be authorized. no need for external name checking
