firstly, takes the existing devcontainer dockerfile and builds on it to create working dockerfile for hackspace-mgmt.
secondly, sets up working docker-compose setup with postgresql and hackspace-mgmt container.
finally, sets up the hackspace-mgmt and postgres containers as quadlet files.
Final step is not yet complete, plenty of environment variables still to set, such as:
