This commit introduces the cache service and integrates it into the RPC service. It also updates the client-side cache requests card to use the new cache service. Co-authored-by: maggie <maggie@buildbuddy.io>

Implement the CacheService for the primary server and update the UI to use it, decoupling cache metadata fetching from the BuildBuddyService to support various cache backends.
