Usage, in target directory:

$ python manage.py incrementpriorities

To undo:

$ python manage.py decrementpriorities

Note that this PR also has a version of tiptypes.json that has a tour type with priority 1 and pk of 16:

$ python manage.py loaddata tiptypes
