Reconstructs ADDRESSES table from raw ADDR_CODES and ADDR_BELONGS_DATA, extracting from inconsistent raw data a single, reasonably accurate and continuous timeline -- ideally covering the full valid time span of each address. Preserves temporal gaps while maintaining hierarchical relationships across up to 5 administrative levels.
