chartbeat_ng, I've tried to factor out the data type for both scraping and parsing so we can use this code for both CREC and bill data.I'll work on better docs tomorrow, right now the two entry points are
run_scraperandrun_es_uploader. Check the arguments for how to run, both are pretty straightforward.
