Pull request overview
This PR standardizes the CODE_OF_CONDUCT.md file as part of a repository-wide standardization effort. The change replaces the existing single-line reference with a properly formatted markdown document that directs contributors to the Chef Code of Conduct.

As part of the repo standardization effort we are standardizing all repos to have a standard CODE_OF_CONDUCT.md file that points to the main Chef Code of Conduct. This is not intended to be a change in policy, but rather an administrative change.
