Summary

fix packaging path and remove stray bytes in pyproject.toml
log after initializing settings
use correct package paths for API
ignore Python caches
tolerate missing Mongo on startup

Testing

python3 -m app.main (fails before fixes)
uvicorn app.main:app --port 8000 --reload
