(#489) Enable Trusted Publishing

Description Of Changes

This updates the workflow for Trusted Publishing. It adds the specific ref to the commit sha so it can accurately detect changes, and understand which packages to publish. Without this, it does not find any packages by default.

Motivation and Context

This will allow the flow to work like intended.

Testing

Unfortunately, there's no good way to test this other than to publish a release via a GitHub release.
