Adds initial support for Copilot as per #8.
in order to test it, I created and ran drover: task-1768534976872153000 with the command
DROVER_AGENT_TYPE=copilot ./build/drover run --verboseafter adding the initial implementation and rebuilding the project. Happy to revert or reset back to before the formatting change to make review easier.
