Description
This PR adds a new Incident Response Plan page to the project.
Created IncidentResponse.js to outline the importance and key elements of an incident response plan.
Integrated routing for the new page.
Updated the navbar with a link to the Incident Response Plan for easy navigation.
📌 Why this is needed
Helps users understand how organizations can prepare for and handle security incidents.
Improves the overall knowledge base of the application.
Provides structured, reusable content that can be expanded in future contributions.

Added IncidentResponse.js component.
Added route for /incident-response in the app router.
Updated the navbar with a new menu link.
