Pushed a fix and should be good to go when you're ready to mark this PR as ready. I also plan on creating a local test page where you can mimic sending in SMS messages to test things. |

Currently, when a user confirms to be notified on a court session multiple times, a user is not notified that a reminder has already been set.
This request proposes the SMS API query for active reminder documents matching the court case, docket number, and phone number, and notify the user if a reminder is already set.
User Story:
Given a user is subscribing to receive a notification on a court case for a multiple time,
when a user confirms to be notified on an upcoming court session,
the user is notified that a reminder has already been set.
Acceptance Criteria:
A user is notified if they have already subscribed to be notified on a court case.
