  • Add Cancel button to Relay to exit waypoint placement and probe launch states. Button appears when the states are active and is hidden when not.
  • Borrow GM screen cursor state changes for Relay to indicate mouse usage in waypoint placement and probe launch states.
  • Replace waypoint placement GuiButton on Operations with a GuiToggleButton to indicate waypoint placement state.
  • Fix a wayward pixel on the mouse_create.png cursor.

Fixes #2667.
