Why do we need it, and what problem does it solve?

To prevent reconciliation errors when the Virtualization Controller attempts to remove finalizers from VMs in the terminating status.

What is the expected result?

The VMs must be deleted properly.

Checklist

  • The code is covered by unit tests.
  • e2e tests passed.
  • Documentation updated according to the changes.
  • Changes were tested in the Kubernetes cluster manually.
