Updates across the codebase to use the new mono-package and v3 versions of the agent-js subpackages.
Note: adds dependency overrides for @dfinity/agent and so on to ensure the v3 versions are used by
@dfinity/ledgerand@dfinity/utils.Other simplifications are possible with the v3 version. For example, the helper utils for buffers can be replaced with ones from
@noble/hashes. For now those are out of scope, though
