fix: add support for ktfmt's TrailingCommaManagementStrategy

and makes #2400 obsolete

Important Note: This PR also upgrades the JVM version in gradle/java-publish.gradle and gradle.properties from 11 to 17

• Fixes Spotless Gradle is incompatible with ktfmt 0.57 #2602
• Fixes Bump ktfmt default version to the latest one #2536
• Fixes Unable to configure ktfmt with gradle, getting java.lang.NoSuchMethodError #2482

TODO

• extra tests for KtfmtStepTest
  • trailing comma management strategy ONLY_ADD
  • Not sure if necessary: Test for versions between 0.53 (previous default) and 0.57 (or 0.58). Maybe @hick209 or someone from the ktfmt team has an opinion if that is sensible or what to test here.
• ensure KtfmtTest from Maven plugin test passes
• CHANGES.md files

Could a maintainer trigger the workflow runs for this once more? The first run failed due to failing format checks in the testlib folder. Now ran ./gradlew :plugin-maven:build -x spotlessCheck and ./gradlew build -x spotlessCheck -PSPOTLESS_EXCLUDE_MAVEN=true as the CI does to ensure everything is working as expected.

Also, I'd be happy to get some feedback to know if there's more work required to get this merged. :)
