What does this PR do

It adds victim login features

Feature description

User should be able to register and login into accounts

How to manually test this

Clone the repo
Checkout to branch victim_login
Register a victim on api localhost:3000/api/v1/victims using POST
Login to the victim account on api localhost:3000/api/v1/victims/login

Expected output

A victim should be registered containing created with a generated pin of 6 numbes
