ci: add py3.13 to the test matrix

Description

Run CI for py3.13 for postgresql, mysql, and mssql.
Update a few dependencies as needed.

ADDITIONAL INFORMATION

• Has associated issue:
• Is CRUD MVC related.
• Is Auth, RBAC security related.
• Changes the security db schema.
• Introduces new feature
• Removes existing feature
