fix: replace deprecated Long constructor with Long.valueOf()

The IdCardUtil.getBirthday() method used the deprecated new Long(long) constructor, which has been marked for removal since Java 9.

Changes

• Replace new Long(...) with Long.valueOf(...) in IdCardUtil.java:234

// Before
return (T) new Long(epochSeconds * 1000L);

// After  
return (T) Long.valueOf(epochSeconds * 1000L);

This eliminates the compilation warning and aligns with Java best practices for boxing primitives.
