May I ask what's this for? Unless baseq3a changed the Q3 behavior, AFAIK different bot skill levels already include their own handicap level, although that's not shown in the score table. Does this change override that, if set?
I kinda remember doing some tests in OA many years ago, testing with /dumpuser and /g_debugDamage 1, and IIRC bot skill at least up to 3 (I don't remember about 4) gave them some degree of "handicap".

Is this meant to allow for "mixed" configurations where "low skill" bots still deliver full blows and tank full damage (confusing players?) and nightmare bots causing very little damage and going down easily (to illude yourself/trick others into thinking you are more good than you actually are)?

Indeed, as you can see in the code, handicap already depends on skill level by default.
Yes, this MR allows you to override the handicap.

I personally need this for testing when developing a mod, I simply wanted to set a handicap much lower than 50 so that bots are always at low HP.

Wondering whether it might need some anti-abuse mechanism like having the bot handicap override being shown in the score table (but what about demo playback compatibility?), and/or being available in devmap mode only...

I think you have a point. I have force-pushed to only allow for this in devmap mode only.
Changing the UI seems to be hard.
