This is a bug in comtypes with Python 3: enthought/comtypes#138
It's been fixed, but hasn't been released yet: enthought/comtypes@36719c82
It doesn't seem like a release is coming any time soon, so rather than forcing pyia consumers to install comtypes from git, just work around it for now.
This should ideally be merged after #1. It applies cleanly without that, but I suspect this will break for Python 2.
