<issue_description>现有的blog项目中反代和缓存虽然有环境变量管理，但是由于nuxt4的机制原因，编译后无法再通过环境变量进行管理，所以需要对这两个功能的可控制性做优化。
修改反代机制使其支持编译后仍然能通过环境变量进行控制。
修改swr缓存的机制，使其能通过管理后台设定来控制。并且支持一键清空缓存。
