Motivation

Follow up of #11693

Rspack 1.7 is the last minor of 1.x so let's upgrade to it and do some cleanup

Note: although not clearly documented, I got confirmation from the Rspack team that parallelCodeSplitting is disabled in 1.7 and removed in v2 due to due to edgecase bug
