Filing - change q_filer to committee_id

• Resolves Links to filings datatable with committee_id do not work-Front-end Redirects Research #5707

Changed the filings filter to use committee_id instead of q_filer

How to test

• pull the branch
• npm run build
• ./manage.py runserver
• check that http://127.0.0.1:8000/data/filings/?data_type=processed&committee_id=C00780197 filters as it should (The Filer name column could be blank for the example ID and any other terminated committees)
