… category as the base. fix broken links in TOC by rearranging site-structure.json to reflect organised content-dir.

I closed https://issues.fluidproject.org/browse/FLUID-6489 and created https://issues.fluidproject.org/browse/FLUID-6550 which provides additional detail and proper component category. We will revisit this issue once the 11ty migration is done. |

This PR helps to ease the lookup of files in development by placing each file in its respective front-matter's category folder(tutorials,components ,etc).
The content in the base belongs to the infusion category(no infusion directory) as shown
