[#6642] Allow overriding the activation cost on Forward activity#6645

Displays the activation section on a Forward activity's sheet and allows it to override the activation on the activity it forwards to.
Fixes the incorrect activation and other overridable data being displayed on the activity sheet for Cast activities. This only works when the spell is on an actor because it needs to access the cached spell (since fetching it from the DB would be async and this needs to occur during data preparation). Closes #6642
