Update PackageInfo.g

I updated the PackageInfo.g and the copyright dates (see Issue #19 ). I have reached Sebastian and he has approved that we take him out as maintainer and that we take any suitable licence. Unfortunately, I haven't heard anything from Markus yet.

I tried via LinkedIn but did not receive a reply. Using his old RWTH email address is not possible because his inbox is full and I have not found another email address. But I will ask Wolfgang and Alice if they have any other idea.
